Dick Lugar is one of the few Republicans I would have considered voting for for President, had he made it through the nomination process--and his forte is foreign policy. That the current Republican leadership is willing to disregard his foreign policy advice speaks volumes.

IIRC (I could be wrong) "don't ask, don't tell" was enacted into law by Congress, so it couldn't just be overturned by executive order. Ideally, it should be repealed by Congress rather than a lower level federal court whose decision could be challenged repeatedly until it reaches the Supreme Court....
