Peculiar set of data that assumes Walmart is the only source of groceries in Chicago. I'm no expert on urban resources, but it is not obvious to me that Chicago will be a food desert with half its WalMart stores folded. There are plenty of other grocery stores (and even 4 remaining Walmart stores) ...

I would think that, if it isn't already illegal it certainly SHOULD be illegal to use a taser in a dangerous or irresponsible manner, or in a situation where such use has a high probability of causing a lot of "collateral damage".
