How can one get to the User Control Panel(UCP)?

The FAQ describes an interesting option called User Groups. You can get to a User Group by going through the UCP. I can't find an icon anywhere that will take me to the UCP. Is that feature removed from this system?

Find your own name under Quick Links, Members, then hit 'Edit Profile.'

Thanks, ex-Andy. That took me to a display that included the comment "Registered users
This is a special group, special groups are managed by the board administrators." That's as far as I got. I take this to mean that there are no Special Groups in existence at present. If I want to start one I should ask Gob. I won't do that now, with his present work load. I would like to know if anyone has tried one out, and whether it worked well. It looks like a way to discuss keeping the website alive without alarming new people and people on the edge of bailing out.
