People in England and Australia will put a bathrobe on over their pajamas when they get out of bed to make sure they are warm and covered.
Is it appropriate to drop and collect your child wearing pajamas, a dressing gown and slippers? HELL NO!
Though if you think that's appropriate, by all means go and collect a child wearing that in public.
I am sure that child will think it is dandy and appropriate, just as that woman's children would too.

I admit to being a lazy dresser on weekends; if I'm not really doing anything, I'll stay in my sweats for the whole 48 hours.
