It appears to be a spring-loaded friction fit (see the "garment" in her hand).
Possibly a good alternative for someone going to a nude beach who is not comfortable with actual nudity.
Think about this: One would not have to have a permit to wear one of these things. Imagine the sort of bodies you would find wearing them if it became fashionable.
