My guess: The pastor is talking about self-restraint. Don't go with your first reaction - possibly violent, loud, and/or offensive - when confronted with something or someone you don't like.
But I could be wrong. That has nothing to do with "forgiveness." You could restrain yourself and still be unforgiving.
You should call the pastor and ask him (or her), "WTF?"
