What bothers me most about this piece is that Actual Racism is given a black eye. (No pun intended.)
Akin to the little boy that cried wolf syndrome. What I see is a pattern of an over-the-top reaction to anything remotely considered to be racist in any way shape or form and it is having the effect of DE- Sensitizing people to the more real and egregious racism that does exist.

Is racism the belief that one race is superior or inferior to another? Can a European be racist towards another European? Can one Caucasian be racist towards another Caucasian? Caucasians are found from northern Europe to North Africa to northern India and up through central Asia and back through northern Europe. All those peoples are predominately Caucasians with considerable mixing in India. So any conflict between any of those people would not be racist but ethnic in nature. Or is racism something that only European (white) people believe and practice.

They warned against travelling to Mexico, particularly overland, because there is a major war going on between the drug cartels and police/military forces, complicated by the fact that it's sometimes difficult to know which side are the good guys and which are the bad guys.

Yes Hen, I do believe it is racist to hate someone because of their race. And Queenie is wrong; I was trying to point out that that some people consider everything racist. Something can be harmful to a particular race and not be racist. Queenie considers me a racist because I don’t hate and despise my own people. They are what they are, but they are still my people.
And while I am at it consider this: There are black people who say that blacks can’t be racist. Is that a racist thing to say?

Does the fact that there is no such race as "The USA" mean that is invalid?
No.
It is about group identity. If the two groups are distinguishable ethnically then this group is saying "We are USA (because we're the white kids) and you are not".
Or you can believe that they are saying "we are all one, Kumbaya, and we honor and respect our opponents as brothers, fellow citizens and equals" which seems improbable given the age and emotional development of HS students.
The first act of racism (or other forms of bigotry) is identity; making a distinction between one group and another.
Although I suppose you could say that they are saying "we won the game, we are winners, "USA" is about being a winner, therefore we are "USA" (and you're not)" . Just a little triumphalist taunting and the ethnic differences were incidental.
In my opinion It was a dumb, thoughtless, Highschool thing to do. But a little racist in effect if not in intention*.
