They won't need to 'implant' some sort of microchip like you do to your pet dog, or slip something into you via a vaccine — and whoever came up with that concept must have been stoned so high that they should have gotten frequent flier miles. Most people already have a human tracking device, one they've willing gotten for themselves. They are constantly providing more and more information about themselves, their locations, their travels, and their interactions, and they even pay for the privilege of doing it.
