'Past changes' can be a reference to changes that have taken place in the past.

It is, of course, a riddle. One does not need an immeasurable IQ to solve it. One does not even need an IQ high enough to make measurement unreliable to solve it.
On the other hand, no one to whom I have yet presented it has solved it on the first round of clues.
It's a game for anyone who chooses to participate. The winner gets to pose the next riddle in the same essential format: a statement with numbered blanks and a numbered clue -- and, later, more numbered clues -- for each numbered blank.
Lamentably, Sue U's answer does not correspond with the clues. It is otherwise brilliant.
