Russian exports of oil to the USA are negligible. "We" could not "really hurt" Russia either by increasing domestic supply or embargoing imports. Europe on the other hand relies more than 60% on imported oil. For them to join the embargo would be extremely painful and even destructive of their own economies. The US cannot replace that stream for the Europeans. It's a tougher decision for them than for the USA.
