Well, if that's your only measure, then I guess he did. I would rather see someone deliver on some campaign promises, or even take on Congress to get a few judges appointed. A president who didn't use the Oklahoma City bombings to begin a curtailment of individual rights. A president who didn't send us into foreign conflicts without an exit plan. But if a president only wants to say american is better off when he left office (and I presume you mean economically better off), then he cannot have any other prinicples.
