That would be the British and Irish Lions rugby team (apparently composed entirely of Welshmen and one "English" man named Manu Tuilagi, clearly a native of Birmingham or Wapping). He it is who is doing the waggly fingers. Mr. Cameron has no right to wear the tie any more than he does the blazer and (besides) as a conservative PM should never wear a red tie which is associated with socialism (in every country except the one nation that has not a clue about sport or politics).

Interesting digression here...
Originally in modern TV times, in Presidential elections, Republican states were identified as "Blue States" and Democratic states were identified as "Red States"...
In 1980, a number of TV network reporters began referring to the electoral map of the US as "Lake Reagan" because so many states had gone Blue...
You can see the evidence of that here:
(You'll notice the one "red state" there being Georgia...)
But by the 1984 election, the colors had been flipped:
I guarantee you, Walter Mondale did not win all those states...
Now, why did this happen?
The color change was made precisely because there was a lot of complaining among the Demo political establishment of the time to their friends at the networks about being associated with the color red...
