they are outside my front door stripping the asphalt from the perfectly good road, preparing to lay new asphalt.

If it's that roads turn then they do it.
Maybe next year if it gets all potholey and crumbling, there won't be funds or time for it. Then the complaints will come pouring in.
Think of it as preventive maintenance.

In my area, these projects are done according to a fixed sequence, and there are limited funds to do repairs when "unscheduled" repairs are needed. The perverse thing is that the schedule is not determined by the state of the roads, but rather how much money is available year to year. The result is that money can never be saved, even if we were to have a run of years when road deterioration was better than usual.

Government spending. Doncha love it?

Of course, that's not true in the least. Road repairs are scheduled based on the useful life of the road, and the point is to try and stay ahead of emergency repairs. As anyone who owns property knows, it is always almost more efficient to maintain (especially if you plan the maintenance) than to repair on a emergency basis or replace.
