A matter of very little importance no matter how you spin it. A fake issue.
If she is elected in 2016 and takes office in 2017 and there is still a decision to make in this regard (unlikely but possible) as a responsible president she will do so based on the totality of the evidence which is avail then; nearly a year and a half from now.
Pressing her to make a statement now is meaningless posturing for the thoughtless. Pure hot air.

The reason she finally decided to take a stand on the issue, (like every other candidate in both parties had already done) is because it became politically more expedient for her to take a position than to continue to try and play both sides...
The only reason she's taking a position, (and taking this particular position) is to try and stop the bleeding of her support within the leftie base of the party to Sanders...
If she were still 40 points ahead in the polls, and leading in Iowa and New Hampshire, she would undoubtedly have stuck to the non-position. (In order to avoid alienating either the tree huggers or the unions and the states that would directly benefit financially )
She's made the calculation that tactically at the moment she needs the tree huggers more...(plus the fact that her attempt to straddle this was also contributing to her whole, "Slick Hillie" "honest and trustworthy" image problem.)
However, given how transparent her motive is to make this decision at this time, I really wonder how much it's going to help her...
Even with the constituency it's intended to pander to...

It certainly undercuts the conspiracy theory narrative that the donations made by whatever his name was who had interests in the Alberta oil patch to the Clinton Foundation were a quid pro quo for HRC's support for the pipeline.

also she announced it just as the pope s plane landed, avoiding much notice and playing off the pope s environmental stands

If you mean Tom Steyer, his focus is always more on climate change generally than any particular candidate, but he has been a long time Clinton supporter (he worked for her in 2008 and on child welfar issues with her when she was Secretary of State). Interestingly, he has a lot of ties to Vermont (and that's where I met him), including a close long time friendship with the Governor. But he still thinks HRC is a better choice than Bernie on climate issues.
