A well-thought-out and reasoned response, delivered by the PM in a deliberate, professional manner and with a marked lack of hyperbole and demagoguery.
Had it been Trump, on the other hand, he would have made his statement through a series of tweets.... in all capital letters.

The name of the bad guy has not been released, as far as I know. The government in Britain has more control over public communications than happens in the USofA. I am guessing the identity is being with held to tamp down the notoriety/fame for that individual. The usual mass attention is, some experts claim, a big motivation for others to imitate it.

It was released today and reported by the NY Times at 11:49 AM:
Thursday, March 23, 2017 11:49 AM EDT

The X [not giving them any further press] claimed responsibility on Thursday for the deadly attack outside the British Parliament, as Prime Minister Theresa May described the assailant as a British-born man whom the country’s domestic intelligence agency had investigated for connections to violent extremism.

The London police identified him as Khalid Masood, 52, who had a long criminal history but no terrorism convictions. He had been living recently around Birmingham, England, where the vehicle used in the attack was rented. The police released few other details about him.
