Only if one of them was immediately put into a rocketship which accelerated away from earth at near the speed of light so that time slowed down and then returned so that the one in the rocket aged 40 years less than the other one.*
And really, schemes I'll accept because no one ever gets to be president w/o scheming, but murderous? No, Hillary is venial, lacks charm, and thinks she is 50% smarter than she actually is, but not murderous.
