What happened to the notion that the federal government is supreme in all areas, while the state government is merely its messenger, carrying out its will? If that’s the case, why isn’t the state of California obeying the directives of its superior, remember the supremacy clause, hypocrite.

What laws of Los Angeles or of California are in conflict with the Constitution or other preemptive federal law?
