Why would I do that? Isn't Ctl + Alt + Delete(down arrow) used to restart your computer?

No. It’s completely harmless. (Down arrow is not ‘delete’)

ETA - on my keyboard it’s next to the number pad. It’s for scrolling. Maybe it’s not there if you don’t have a number pad...

Mine doesn't do anything. I think your video driver has to support it.

Well, in Windows, it flips the display.  It's a common prank we pull on the newbies (or anyone else) at the call center if they walk away from their computers without locking the screen.
And yeah, I've been on the receiving end of the stunt a couple of times too.
