Cars registered out of state would be subject to the same taxes in their home states, as they are now, or their home states will have marginally worse roads and infrastructure. Until Tesla trucks hit the road in numbers they will pay California fuel taxes when they buy diesel. An alternative method would be to collect the tax via metered charging stations.

You could do it via annual car registration fees. All electric vehicles could pay an additional fee to cover road maintenance and hybrids would pay something intermediate.

I have to alter my route from my house to the interstate by going a mile north, then east, to double back to the same on ramp, rather than 700 feet south, then directly east. The road is completely closed for installation of left turn lanes at one intersection i normally use. Orange cones abound. Mrs Mc says it's way better than letting the infrastructure go to pot (holes) as she discovered on her trips to Russia. You think you have bad roads? Roads said to be major highways in Russia are often more mud than concrete.
If you're not living on the edge, you're taking up too much space.
