In Calif. an area would only be blocked from re-building (or building in the first place) if the ground was unstable; there was a risk of landslide or subsidence which could not be remediated by construction techniques, grading &c.

Maybe they need to look at better building codes?

We have a house on a lake in Pa. and my dad lives there. Us Long Islanders got hit with Tropical Storm Irene and were ready for it. Pa got the aftermath. Guess who has power (hint, me on Long Island but not my dad in Pa.)
