Joe may loose the majority of actual votes cast but, as he is an active and involved member of the Plan B Electoral College (membership 1), I think the eventual winner may not be he or she who garners the most votes from insignificant persons.

A little refresher on the history of The Plan B Peron Of The Year Award:
The first two years, there was no runoff vote and the winner was declared after the first round when everyone had three votes to cast.
The first contest had the lowest number of members participating. In that contest, Sue won, receiving 6 votes of the 33 that were cast for 18% of the votes. (As has been pointed out, that year there was actually a three way tie so two other candidates also received 18%. 33 divided by 3 represents only 11 actual voting participants, but though I haven't checked, I'm sure some people voted for folks who weren't on the list, so allowing for that, maybe 14 or 15 people voted. Those non-list votes also mean that Sue's "winning" percentage was most likely actually less than 18%.)

The following year, Meade won with 8 votes out of the 45 votes that were cast, also receiving 18% of the total votes of those on the list. (And again, because there was no runoff vote, when you include people who voted for folks not on the list, that percentage would be lower.)

(Another thing that should be noted about the first two years, is that because there was no second round among the top finishers, there is no way to know whether the two people who were declared the winner were actually the first choice of any of the folks who voted for them...)
Last year, we had the first second round vote, (everyone only getting 1 vote) and Guin and Big RR tied, (in only a four person field) each receiving 6 votes, or 30% a piece (20 people voted):

In that case it was decided to resolve the tie by declaring both Big RR and Guin winners, naming one "Plan B Man Of the Year" and the other "Plan B Woman Of The Year".
Just a little FYI on prior year results...

3. Complex voting. Give the tabulator something to do. Each voter can vote for three names, ranking them. Highest rank=5 Middle rank =3, lowest rank=1. You can vote multiple times, up to the announced deadline. Only latest vote is counted. Highest total number wins.
Public voting, Results can be tabulated by anyone, which should result in adamant differences of opinion, vociferously expressed. This is consistent with the first rule of this BBS, to argue.

Jim--your history appears to be accurate, but that was then--this is now. Holding a runoff will add in demonstrating our displeasure in having a president not commanding a majority of the votes cast (or even the highest total of all candidates) saying he has a mandate. It will show how we cherish the principles of democracy and want to assure that the people are heard. And, perhaps more importantly, it will give us a diversion from the inauguration debacle. Stand up for the institution of democracy and support it.

A-hem ... Since you posted a link, I went back and checked. In fact, there was NOT a "three-way tie." Although it might appear that way if you only look at the click-poll result, what actually happened was that oldr-n-wsr cast the tie-breaking vote in a post to the thread, since (as noted there and here) he doesn't vote in those kinds of polls.
