A Londonderry woman, who was captured on camera being left in a bus lay-by by two police officers while incapacitated, has called for the officers to be sacked.



Bridget Mongan, 23, admits being drunk at the time, but said the officers should have left her on the pavement.

She said she "could've been killed".

The incident happened on John Street in Derry on Monday and is being investigated by the Police Ombudsman.

The BBC obtained CCTV footage that showed the moments leading up to the incident on St Patrick's Day.

The officers in the mobile phone video have been identified, police said.

Two investigators have been appointed.

"My boyfriend was arrested and I got a bit upset," said Ms Mongan.

"I could have been killed stone dead. What they did to me is totally unacceptable.

"I don't remember how I ended up lying on the road. I don't remember a whole lot," she added.

"From what I remember, the officers didn't say anything to me before they left.

"I was drunk, yes, but they could've at least left me on the footpath. It's out of order, it's as simple as that.

"It's not their job to do that. I cried when I saw the footage. I am a human being you know.

"They should lose their job now. If they did to me, they could do it to everyone.

"I am an alcoholic and I'm not proud of it but they what they did on Monday was unacceptable."

In a statement on Wednesday, Police Ombudsman Dr Michael Maguire said he had viewed the footage and had begun an investigation.

A terminally ill patient who saw two women assaulting another male patient in a hospital intensive care unit and became "highly distressed" died the day after, a court has been told.

The disclosure was made during a bail application for Bridget Mongan (23), from Stanley's Walk in Londonderry, and Eileen Stokes (29), from Mourne Park in Newtownstewart, Co Tyrone. Both admit assaulting patient Patrick Mongan, the defendant Mongan's brother and the defendant Stokes' partner, at Altnagelvin Hospital in Derry.

An earlier hearing heard that during the attack medical staff lay across the patient's head in an attempt to protect him as his partner and sister punched and slapped him. He was being treated for head and spinal injuries.

The defendants were in the unit earlier visiting Mr Mongan but they returned in a drunken condition and punched and slapped Mr Mongan as he lay semi-conscious. Staff rushed to the room where they were verbally and physically abused.

Staff managed to remove the two from the unit but they managed to regain entry by following a doctor into the ward.

They ran down the corridor chased by medical staff who prevented them from gaining access to Mr Mongan's room, but Stokes broke free and she went into the room where she was seen pulling Mr Mongan across the bed.

The two women also admit assaulting three members of the hospital's medical staff and they further admit causing disorderly behaviour in the intensive care unit on January 4.

Opposing bail, a police officer told District Judge Barney McElholm that medical staff feared the defendants would reoffend if released on bail. He said the doctor in charge had raised safety concerns, before adding: "There is a further statement from another doctor in the ICU.

"He said there was a patient next to Mr Mongan who was being visited by his wife, who both witnessed the assault.

"He was terminally ill and he became highly distressed and had to be given medication and he died the following day."

Applying for bail, defence solicitor Seamus Quigley said he accepted that "appalling facts gave rise to the charges".

"Thankfully Mr Mongan has been moved out of the ICU to another ward and is making a reasonable recovery."

The District Judge refused the application and said he would not consider the case again until Mr Mongan was out of hospital.
A woman, already charged with assaulting her brother while he was in an induced coma in Altnagelvin Hospital last month, has appeared at court in Londonderry charged with breaching her bail conditions.

Bridget Mongan, 23, from Stanley's Walk in the Brandywell area of the city, was found drunk in John Street on Tuesday of this week.

She and her co-defendant, Eileen Stokes, 29, from Mourne Park in Newtownstewart, are currently on bail charged with assaulting Patrick Mongan in Altnagelvin Hospital's high dependency unit on 4 January.

Not sure why she would not have been arrested in the video for public intoxication. That was pretty irresponsible police work.

A District Judge has described a Derry family as ‘disgraceful’ and a ‘blight on the landscape’ when he dealt with two sisters today at the local Magistrate’s Court.

Judge Barney McElholm’s comments came during a hearing involving Bridget (23) and Eileen Mongan (25) both of Stanley’s Walk in Derry.

The court heard that Eileen Mongan was released from prison yesterday (Wednesday) and within hours was re-arrested for disorderly behaviour.

Bridget Mongan, who was at the centre of controversy after she was lifted from the road by two police officers in March and left in a bus lane, was appearing for her fourth breach of bail.

A prosecuting solicitor outlined the case against Eileen Mongan.

He said that the owners of a Bed and Breakfast called police requesting that several people be removed from the premises as they were arguing.

When police arrived the group which included both Mongans agreed to leave but as they were departing Eileen Mongan began flailing her arms about and shouted ‘scum b——s’ at police.

She was warned about her behaviour and continued and at one stage stuck her face right into an officer’s face and called them ‘scum orange b——s’.

She was eventually arrested.

Defence solicitor Mr. Seamus Quigley said Eileen Mongan had been released yesterday from a sentence she had been serving for public order offences. She had booked the B&B for her and her partner then others arrived and they were ejected. He said she was ‘apologetic’ about her behaviour and added that her tolerance for alcohol would have been lowered due to her time in prison.

As regards Bridget Mongan he said she had been released on High Court bail on May 2 after being locked up for her third breach of bail at the end of April.

The solicitor said that she had not taken a drink until her sister’s release.

Judge McElholm said that Bridget Mongan would not ‘pay the slightest attention’ to bail conditions.
He said it was her 4th breach of bail. Turning to Mongan who was crying in the dock, the judge told her to ‘stop your whinging it does not impress me.’ He estreeted £100 of her bail and ordered her to pay £7 a week in installments.

He also told the solicitor that if Mongan was back for breaching bail ‘I won’t even listen to you.’

As regards Eileen Mongan the judge said she couldn’t even last 24 hours.
He added: “The behaviour of this family is just disgraceful. A blight on the landscape.”
He sentenced Eileen Mongan to 4 months in prison suspended for 2 years and fined her £200 which she must pay at the rate of £5 per week.

I don't care if you are the lowest form of scum in terms of personal behavior; if you are lying in the street incapacitated and at risk of substantial bodily injury and/or death, you deserve for the police to secure your safety under their caretaker obligation.

Police use the statutory caretaker obligation all the time to interact in ways that lead to arrests; they shouldn't do so without being willing to use it always in ways that will ensure the safety of ALL citizens.

The police who left her there should be seriously disciplined, or fired if this is the most recent in a history of bad conduct on the job.

It seems to me that even if they didn't care about the woman, a person lying in the street represents a hazard to others, and the public in general. (People could have accidents trying to avoid her, traffic would get backed up, etc.)

Protecting the general public is pretty much why we have police departments. Very poor judgement was shown here. Also, public intoxication is a crime, and the laws against it are there to be enforced in just such situations as this.
