I'll bet there are plenty of people -- mostly men -- who have imagined her saying exactly that.
Although not on TV, probably. But maybe on video?

I'd never heard of her either...
Kelly Maria Ripa (born October 2, 1970) is an American actress, dancer, talk show host, and television producer.
Ripa first became known for her portrayal of Hayley Vaughan on the ABC daytime soap opera, All My Children, between 1990 and 2002. She is best known as the co-host of the syndicated morning talk show, Live! with Kelly and Ryan, in various formats since 2001. She also is known for her role as Faith Fairfield on the ABC sitcom, Hope & Faith, from 2003 to 2006. Additionally, Ripa and her husband, Mark Consuelos, own a New York-based production company, Milojo.[1]
I have never seen so much as one minute of any of those three television shows...

I have seen about 5 minutes of her latest day time USA tv gig. I was a captive audience while waiting at my Dentist's office.

Kelly is a local South Jersey girl who made good. Her dad was a bus driver here in Camden and had a leadership position in the transport workers union, which got him active in politics (he's currently the Camden County Clerk). Nice family, good people. What you see on TV is exactly who she is off-camera, too.

If indeed that's a quote at all, I think it's taken totally out of context,
I googled Do you want to be the bottom or the top? Kelly Ripa and found some interesting, if not odd, stuff, but nothing exactly like that. Can anyone find the exact quote anywhere?

The context was that an exercise instructor was a guest and was teaching some exercises that could be done together by couples. Kelly and Ryan were demonstrating them together and one exercise required one of them to be underneath and supporting the other, hence Kelly's question. But given Ryan's expression and the audience's explosion in laughter, I was not the only one who interpreted it differently from what she intended.
