Union head Joe Gamaldi actually said, "If you’re the ones out there spreading the rhetoric that police officers are the enemy, well just know we’ve all got your number now. We’re going to be keeping track on all of y’all, and we’re going to make sure to hold you accountable every time you stir the pot on our police officers."

"keeping track" and "holding people accountable" isn't much of a threat, or even a threat at all.

It's clearly a threat, if not to do actual harm, then at least to subject them to a harassing level of enforcement.

He's just saying that with certain people the letter of the law, rather than the spirit of the law, may be enforced.  I don't see too much of a problem with that.  If someone wants to argue a ticket for doing, say, 60 mph in a 55 mph zone, well, that's what the courts are for.
