Wouldn't it be "niggardly" (the adverb used ans an adjective)? Niggard is a noun.
And even then, what does tipping have to do with being cheap or stingy? Niggardly does not mean poor, and cheap people likely do not tip.

One of those niggards was even elected President.

Some of us even tip cows, and in Britain there's apparently a lot of fly tipping.

I imagine your cash registers have to be quite different from ours to accommodate them as notes take up a lot less space than coins (as I've only rarely gone into supermarkets where the registers are out front, I really don't recall).
Pardon?

Local banks and credit unions often have coin counting/sorting machines they will let customers use for free.

Americans are the most generous, on an individual basis, people on earth. As of last Novembers more than half of the funds received to re-build Notre Dame were from the US. (Funds promised but not received were different but just try spending a promise.)

Gob--thanks for the coin listing; however, I distinctly recall a 5 pound coin. I checked online and there is a 5 pound coin which is call "commemorative" coin which is generally collected although it is legal tender.
Re: Coin Shortage?
Yep, not in general circulation as far as I know, I've never seen one.
