The kind of people who would turn in a gun is not the kind of people likely to use the weapon to commit a crime if you want to take dangerous firearms off the streets, do stop and frisk, or something like that.

True, but they might be the kind of people who need to worry about a child—or a relative, or a partner, or an ex-partner, or a burglar—finding a gun in the house. (Yes, there are ways to minimize those possible scenarios, but they do take some effort and possibly some expense...definitely more effort/expense than simply turning in the gun to the police.)
