There was a schoolboy joke back in THOSE days. Something about Confucius claiming that a certain crime was impossible because someone with skirt up could always outrun a man with trousers down. But I won't repeat it - not these days.

It is paper spray. Harmless but effective. It produces a thin layer of opaque paper on what ever you target. Suddenly the van is covered in a layer of paper. The occupants must stop, get out, and peel off the paper. See! Modern non-lethal defense arsenal is always expanding. No longer does one need to depend on a spray of Formula 409 on the tires to cause the tires to have no traction. and slide hopelessly out of control.
