Should this not be the responsibility of the federal government? I'm sure you agree, because you've said before that states do what they want, what they need to do—and the federal government does what it does. The federal government can't do the job of the states.
But here’s a case where the state of California is doing the job of the federal government. Actually, I don't believe you truly believe in federalism. Your wishy-washy attitude changes depending on who's in office. When Democrats are in office, suddenly the federal government is dominant over everything. But when you're out of office, you become great believers in federalism.
