Yet, he has never learned birth control, even after all those offsprings he offsprung.

Birth control is obviously quite a condomdrum for him.

Though sometimes I think if contraceptives were available free of charge some people would be too lazy or unwilling to use/take them.

When women are educated in the biology of conception and contraception the birth rate is lower.

When they are given "abstenence-only" education they get knocked up.

I think you're right Hen, this guy is lazy and disrespectful, and no amount of free condoms would have stopped him. The 11 women who bore those 30 kids should have had more sense and more self-respect, too. Good lord, how pitiful.

Exactly right. We don't legislate stupidity. Such is a free society.

And yes, we have free contraception here --- although if the republics have their way, it will become less and less available.
