Oakland cops not coming unless crime is violent

Janelle La Chaux paid a visit to Oakland police headquarters Friday to fill out a crime report. She believed her former roommate on 31st Street had stolen her 22-inch flat-screen and she wanted to document the theft.

"I could have called them when I was at the place where it happened, but I just decided to come down here because I don't want to wait," La Chaux, 30, said as she filled out a form in the lobby. "Sometimes I call them and it just takes a long, long time to come."

Nowadays, police may not come at all.

On Tuesday, the city laid off 80 officers to help eliminate a $30.5 million budget deficit, prompting the department to announce that officers would no longer be dispatched to take reports for most nonviolent crimes. "With current levels of staffing, we are unable to respond to many lower-priority calls," said Officer Jeff Thomason, a police spokesman.

Instead, Oakland residents now have to file certain crime reports online or visit a police station. Those without a computer can ask that a blank form be mailed to them or pick one up at a library. Residents can still call 911 to report emergencies and crimes such as shootings, robberies, rapes and assaults.
'Never going to hang up'

No matter how crimes are reported, police said the department still wants to hear about them - even if the layoffs mean that no one will investigate if a suspect can't be identified or is long gone.

"You can still call the Oakland Police Department and say, 'I need a report.' We'll always direct you to the right place," Thomason said. "We're never going to hang up on someone and say, 'We don't do that anymore.' "[gee, that's reassuring]

Crime analysts will use the reports to discern patterns, said Lt. Jim Meeks, who oversees investigations of property crimes and theft.

"It's designed to still provide us with intelligence," Meeks said. "It still counts. The only way we're going to know that something is going on is through the reporting."

Over the past two years, residents have been able to go to oaklandpolice.com and report lost property, theft, vandalism, vehicle burglary and vehicle tampering. In the past, however, people could ask for an officer to come take a report. That will no longer be the case.

By Aug. 2, Oakland police intend to expand the online system - called Coplogic - so residents can report seven other types of crimes, including residential burglaries in which the suspects aren't known.

"There will be no follow-up investigation and the primary purpose for filing the report is for insurance purposes," a
ccording to the department.

Nearly two dozen other Bay Area agencies use Coplogic to some degree. The San Ramon company that created it bills itself as "the innovator in online citizen reporting."
Complaints after theft

But Oakland resident Howard Matis, 61, isn't optimistic. Even his phone calls to Oakland police about his stolen laptop went unanswered last month, he said Friday.

After someone broke into his home in the hills on June 21 - one of a spate of similar break-ins in the area - he used tracking technology to identify a young man pecking away on Matis' computer.

Although officers had responded to his home the day of the burglary, the department ignored his calls the next day, even when he supplied the name of the suspect. "I kept calling and calling, and no one would get back to me," Matis said.
'No one cared' before layoffs

Instead, San Leandro police returned Matis' laptop after investigating a home invasion in that city, he said.

Matis criticized the online reporting system, saying, "It's ridiculous, because they stole my computer, so how could I report it? On the other hand, if you report it, they don't do anything.

Actually, I can sympathize with our city and state employees in the public service. All that talk about policemen, firefighters and teacher layoffs is true.

I recently had a conversation with my old firefighter Captain buddy, and his station is getting reduced by HALF! Not for lack of demand for their services; his is one of the departments that respond to Golden Gate Bridge accidents and emergencies, but simply for lack of funding for the payroll. If he's one of the cuts, he'll probably have to move his family out of state.

I am willing to put my house on this bet

If your home is broken into and your dog rips a big hole in the offender you will have the police on the doorstep strait away.
Then sued for the damage and loss of income because he can't clime into windows with a badly bitten legs.

It's a crime to think any crime isn't as bad as any other. It is a fact that as a crim commits more break ins he/she is more likely to take grater risks and then more likely to use violence either to escape or during the entery.

other interesting thing is the number of offenders court and charged on their first break in are less likely to reoffend.

These came from a list put out by the QLD Correcsional Services and Prisons Parrole Board. They were asking for harder senencing

(07-21) 16:22 PDT OAKLAND -- Oakland police released surveillance-camera photos Wednesday of a man and a woman suspected of robbing $17 from a visitor from Virginia before shooting him to death.

Police say the grainy photos, taken from a video camera outside a nearby office building, show a man and woman walking together on the 1900 block of Webster Street in downtown Oakland moments before computer engineer Jinghong Kang, 45, of Fairfax, Va., was shot and killed at about 11:30 p.m. Sunday.

The photos don't show the robbery or killing, but police said the two people pictured match descriptions of the assailants provided by a companion of Kang's.

Both suspects are black. Investigators described the man as 18 to 25 years old, 5-foot-7 to 5-foot-10 and 160 to 170 pounds. He wore a black hooded sweatshirt, dark pants and dark shoes.

Investigators said the woman was 18 to 25 years old, 5-foot-3 to 5-foot-6 and 140 to 150 pounds. She wore a multi-colored jacket, gray baggy sweatpants and white tennis shoes.

Oakland homicide Sgt. Mike Gantt said the two are seen "minutes before the murder. We believe these individuals may be involved in this murder."

Kang, a father of three sons, had gotten his teeth cleaned earlier in the evening and had returned to his rental car with a dental hygienist when he was shot, police said. His dental appointment was in preparation for a job interview that had been scheduled for Monday at Google Inc. in Mountain View, police said.

Investigators said Kang and the hygienist knew each other because they had been members of the same church. She was helping Kang enter directions back to his hotel into the car's GPS system when the two assailants struck.

Kang's companion initially told police that two men were responsible, but that was because both were wearing hoods when they accosted the pair, Gantt said. The video shows the woman with a ponytail before she put her hood on, police said.

Gantt said the man in the video is believed to have pulled the trigger after demanding money. Kang handed over the $17 he had on him, but the man shot him anyway, police said. The hygienist was not hurt.

"It's senseless," Gantt said. "I'm tired of investigating homicides like this when people are killing people like a life means nothing. Seventeen dollars - is your life worth $17? I don't think so. I think it's worth more than $17. You can't put a price on a life."

Gantt added, "People have the right to be out whatever time of day or night they want to be in. This is a free country, and (Kang and his companion) were just out minding their own business."

My intention was to say any crime is worht investergation, not just the violent ones.
It is like saying my house was broken into. I wasn't home I have no idea what was stolen, everything left was destroyed.

You have lost all you own you have nowhere to live, but to what I have read the police just put that down as stats and give you the forms for the insurance. Would you feel like you were left in shite? No violence but you are violated in so many ways.
My partner knows all about this as her home was worked over like this a few years ago. To this day she still wants all doors and windows locked and sencer lighting on outside. No amount of insurance can return her trust as the police told her that they would never find who broke in and that was the end of any and all investergations. Didn't matter about other breakins in the area. Untill someone was beaten up when they walked in on the kids in their house.


Being attacked for money or any random reason is a sorry thing I don't think the the amount of money makes any differance. Shows how little some people value the life and rights of others.

The situation in Oakland has grown worse since the dismissal of 88 police officers.

They are now looking to the Federal Govt. for aid.

The National Guard should be sent in, martial law imposed, and order restored.


Oakland to seek federal help after rash of crimes

Oakland Police Chief Anthony Batts will be asking for federal help in trying to cut down on violent crime in the city.

During a summit planned for next month, officials from federal agencies, including the FBI, DEA, ATF and ICE are expected to meet with Oakland community leaders to determine what help is needed the most.

The summit comes after police layoffs and a rash of major crimes in Oakland, including a weekend shootout on an Oakland freeway.

The suspect arrested in Sunday's shootout, Byron Williams, remains behind bars after being charged with four counts of attempted murder on peace officers, as well as enhancements for firearms and body armor.

The 45-year-old Willams is scheduled to return to court Aug. 11. He has not entered a plea.

Man coming home from work is killed in Oakland

(07-23) 18:14 PDT OAKLAND -- A man returning home from his late-night job as a janitor at the Kaiser Permanente Medical Center in Oakland was shot and killed in his East Oakland neighborhood Friday, police said.

Cristorey Mariano, 53, was shot as he returned to his home on the 5700 block of East 15th Street shortly before 1:50 a.m., said Officer Jeff Thomason, an Oakland police spokesman.

A neighbor, Rene Poche, 31, said she heard a gunshot, looked outside and saw Mariano "banging on the front door" of his landlord, saying, "Help, help help!"

Mariano staggered and fell down the stairs, she said.

Poche called 911. California Highway Patrol officers in the area heard the gunfire and were the first on scene, Thomason said.

Neighbors said Mariano, a retired U.S. Navy veteran, worked the night shift at Kaiser. His wife and 7-year-old daughter live in the Philippines, and Mariano sent money to support them.

There was no description of the killer, and no one has been arrested. Police said they were trying to determine why Mariano was shot.

Mariano's maroon Toyota RAV4, with a Defense Department sticker on the windshield, remained parked Friday afternoon on a cul-de-sac that abuts the Rainbow Recreation Center near the corner of Seminary Avenue and International Boulevard.

The neighborhood is no stranger to drive-by shootings and violence, Poche said as her two pit bull terriers, Precious and Princess, barked furiously at a visitor.

"It's crazy," Poche said. "We hear gunshots all the time. We're getting kind of immune to this, the noise."
