New Orleans Mother's Day parade 'hit by shooting'

As many as 12 people have been shot during a Mother's Day parade in the US city of New Orleans, reports say.
WWL-TV, quoting officials, said three of the victims are in a critical condition. The youngest victim is 10 years old, the report said.
A police spokesman told AFP news agency that details surrounding the incident are still unclear.
WWL-TV said three suspects were believed to have been involved and were still at large.

What's a "second line" parade?New Orleans police say that a dozen people have been shot during a Mother's Day second-line parade.
Police Superintendent Ronal Serpas told reporters at least 12 people were shot during the parade in the city's 7th Ward.
Police say the incident happened about 2 p.m. Sunday at the intersection of Frenchmen and Villere streets.
The Times-Picayune reports there were about 200 people at the event when gunfire erupted.
Serpas told reporters the victims include a 10-year-old who sustained a minor wound. WDSU-TV reports at least four people were in surgery and others had been taken to four area hospitals.
Nobody has been arrested. It's unclear what sparked the gunfire.
Police are said to be looking for three people in connection with the attack.

The "second line" parade is a type of event peculiar to New Orleans, where there are apparently parades for virtually any occasion that warrants a more or less public celebration or call for attention. The kind everyone seems to know about is the funeral parade, in which there is a procession lead by a brass band, with a "second line" of followers: the deceased's family, friends and community. But you might just as easily have a second line parade for a street fair or a bowling tournament or a wedding -- or, it seems, for no reason at all other than there is a brass band hanging around with nothing else to do. If I were ever to move out of the Northeast Corridor, New Orleans would be one of my top choices for relocation.

The 'second line' in New Orleans parades is a continuation of a W. African tradition where mourners follow the casket to the burial place accompanied by wailing, expressions of grief and music appropriate to the occasion. In New Orleans the brass band would play a slow march or appropriate hymn. After internment the tempo changes and people dance back home as a celebration of life.
In the modern version there is the social club who organized the parade and provide the band who are followed by a spontaneous group of locals who fill in behind the organized group and form the 'second line'. The second line dancers are a spontaneous addition to the event.

I love New Orleans, we just got back from a week there, but there is a hard edge in that City that I would not want live with all the time. I would like to blame in on the harsh conditions of life post-Katrina but to be honest it was true back in the1980s as well.
