Young Taffs and West Country layabouts not wanted

Alamo car rentals in the UK would like us all to know that:
Drivers must present a full valid national licence at time of rental, held for at least 1 year prior to the rental checkout. For Plymouth, Exeter, Taunton, Carmarthan, Pembroke, Aberystwyth and Llanelli must have been held for at least 2 years prior to checkout for young drivers under 25 years of age.
I wonder what makes drivers from those parts so risky?

Presumably so - hence their discriminating tastes! But what about Zumerzet, Dab'n and Leekland makes those youngsters so dangerous? (Gob and Daisy have a video thread that might explain it)
