When I take over this country, there will be a list made of these inherently dangerous activities and it will be made clear that if you take part in these activities and need the emergency services you will be subject to a charge.
Oh, and cycle nazis will become an integral part of a new blood sport but that's another story..

Since you'll be in charge, why not make a law that there will be no emergency services for certain activities unless they pay up front for services they might need?
