It is not "banned in the USA," as there is no such thing; no government agency has ever decreed that Song of the South (from which the clip of the song -- which won an Academy Award -- is excerpted) may not be shown. Disney has simply not released a home video version for the U.S. market. The film (1946) was re-released theatrically in 1956, 1972, 1981 and 1986. By the way, I read that James Baskett, who sings the song, was the first live-action actor ever hired by Disney Studios to appear in an animated film. (That's apparently not counting Leopold Stokowski, who appeared in Fantasia, since he wasn't an actor.)
