Considering some of the other shirts and slogans I've seen on the market, especially from some of the shops like Spencer Gifts that try to position themselves as being 'edgy', it may mean exactly what you think it means.

Apparently they sell them at Walmart, so maybe if you checked their website...

I was going to agree with BB that this is in line with many "over the line" t-shirt designs, but given this is at Wal Mart, I'm not so sure.
