The Northern and Southerns state Parkways here on LI have low bridges. About once a month some truck/tractor trailer ends up on one of those roadways. Sometimes they realize they will not fit under the 10' bridge and stop in time, other times they don't. Either way it ties up traffic for hours.
A normal gps unit will send these drivers on to a parkway where trucks are not allowed. I am pretty sure there is a "trucker" version of software (or a different gps unit) that will not put them on the parkways.

It happened to me when I was a washer/dryer repairman. The gps in our computers would send us on to parkways but we were not allowed as our vans had commercial plates. We could fit under the bridges, but vehicles with commercial tags were not allowed.

It looks like that bar was added on so that any truck hit would damage the bar and not the bridge/tressel.
