This kind of reminds me of Abe Beame (I'm pretty sure, although it could have been Ed Koch) who was running in the NYC mayoral candidate against Herman Badillo, who was of Puerto Rico descent. In a press conference Beame said something like--stop it with the Puerto Ricans; if we sent them all back to Puerto Rico the island would sink into the ocean.
If I'm not mistaken, Johnson is now saying he was referring to some sort of ecological tipping point; I don't know much about him, but that's not what it sounded like. It was more like Trump's comments about drinking bleach as a covid "treatment".

This guy did not even sound in the slightest like he was making a funny. The navel officer looked like he was about to bust a gut.
I didn't think Beame was trying to tell a joke either; nor trump with the bleach. Maybe a bit of an exaggeration of the facts as they saw them, but reflections of their stupidity and true feelings.
