I just looked it up, and I know why I haven't seen it...
It's a "grown-up" movie that came out recently...(Most of the movies I've seen in theaters for the past few years tend to be either animated kiddie fare, sci fi, fantasy, or super hero flicks...)
But it looks like it's on Netflix, so I may check it out...
If you don't mind Meade, since nobody seems to be getting it, I'm going to add a couple of non film-quote clues:
1.The movie has some similarity to Wag the Dog...
2. "If you’re four times better than you used to be, and you’re still not the best, your tag line should be, ‘Not as rubbish as we were.’”

I'll admit I never saw it, but the character name gave it to me (from the reviews). Doesn't sound like a movie I'd like, which is why I skipped it.

I Googled the quote; never heard of this movie, which was apparently released just this year?
It might be time to cough up the answer and move on . . .

If people concentrate on the clues, they should be able to get it.
And I'll add to one of your clues--As for it being a "grown up" movie--it is as grown up as a movie starring Gervais (who was in the Night at the Museum films) can be--don't think it's too highbrow. This is not Citizen Kane.

You're right: I haven't seen it, or even heard of it, but with the clues given I realized that Meade had already told us the answer.
