Government person with sense of humour shocker

A few months back it was highly publicised that the West Coast Main Line was in disarray. First it was awarded to FirstGroup and then taken away…and then we were told Virgin were going to run on the line until 2014.
Well we wrote a letter to Transport Minister, Patrick McLoughlin to see if our bid for the West Coast Main Line was any better:

From reading that letter, it looks to me like that response was written by somebody fairly high up in the bureaucracy....
One thing I've learned over the years, is that when it comes to dealing with government bureaucracy, (or corporate bureaucracies for that matter) the higher up in the food chain you go, the better chance you have of finally stumbling upon a sentient human being...
A person who is not a complete stranger to reason...(as most low level bureaucrats are...)
In fact I've been able to make a substantial portion of my living based on that principle...
