Clearly, she is thinking in terms of "metric" years of 200 days length, and not British years of 365-1/4 days.

Sheila Jackson Lee is a showboat windbag who's been around for a while, (I believe she may have succeeded Babara Jordan in the district she represents)
She's so in love with TV cameras, that the thing she is best known for is showing up at the House Chamber for every State Of The Union Address since she was elected (regardless of which party the President is from) four hours before the speech starts...
Just so she can get a seat on the aisle and get about half a second of national TV air time with the POTUS as he works his way down the aisle...She always wears a bright red dress for the occasion, just in case anybody might not notice her...
