Police ducking the issue

Police swooped on a picturesque Cotswolds village after residents complained about fundraisers holding a rubber duck race.
Officers arrived in Bourton-on-the-Water, Gloucestershire, as a branch of a volunteer organisation that organises free motorcycle deliveries of blood and medical supplies to hospitals held a light-hearted event on the river Windrush.
Jonathan Dixon, 45, a sales manager from Cheltenham, took his two young sons to watch 100 ducks drifting along the river, which winds through the town and is criss-crossed by beautiful bridges.
He said: “It was bonkers. Everyone was having a great time and the kids were chasing after the ducks as they went down the river.
“Suddenly a police car came along and two officers went over and talked to some chaps who were running the event. The event was abandoned after the first few races.
“It was like something out of the film Hot Fuzz. Surely the cops have got better things to do than stop a rubber duck race in the Cotswolds.”
Some residents backed the police, arguing that motorcycles had been parked on the village green and had shattered the peace. They said charity events were not allowed on the spot on Sundays.
A spokesman for Midland Freewheelers Blood Bikes, the organisation money was being raised for, said: “We rely on donations. The duck race is an annual event and a lot of money is always raised for us, for which we are very grateful.
“We understand the event did go ahead on Sunday but there were also issues raised by some about the rules on running such events. I haven’t heard if they will be able to put on the event next year or not.”
Gloucestershire police confirmed they were called to the village, often voted as one of the most beautiful in England.
A spokeswoman said: “At about 2.45pm on Sunday 19 June, police responded to a complaint that a number of motorbikes were parked on the village green, contravening a local bylaw protecting the site.
“An officer asked the riders to move their bikes, which they kindly did. Organisers of the duck race were given advice about guidelines and permissions governing the staging of events on the green.”

So it wasn't about the duck race at all, it was about a bunch of inconsiderate baboons parking their motorcycles on a lawn.

... and are those ducks rubber? Look like plastic to me. So, false pretenses then?

In some parts of America events like this are being shut down as illegal gambling. Some 'do-gooders' have claimed that awarding prizes to someone based on which rubber duckie floating downstream will reach a given point first constitutes a game of chance and is illegal; so in order to continue many places have had to turn it into a legal raffle requiring a state license, permits, etc. — basically, anybody who signs up to 'adopt' a duck fills out a ticket and has an equal chance at any of the prizes.
This has happened in my hometown. The event organizers still hold the race, dumping the ducks
en masse into the Mississippi River from a dump truck on a barge and then retrieving them about a mile or so downstream, but that is done merely for the spectacle. As noted, any and all prizes are awarded by drawing, so anybody has the same odds of winning something as anybody else, regardless of whether the ducks go into the water or not.

BB, that has been the case for quite a few years. If someone has to pay for the chance to win, whether it is a traditional raffle number pull or having the lucky duck, it is a gamble. And as gambling crazy as we have become, gambling is illegal in most states except as specifically authorized (e.g., raffles held by charities).
