I examined the photo very closely that RayThom posted and I suspect it might be Photoshopped. I am always very critical of what others expect me accept based on face value.

If there had to be an addition made and the only other choice to pick from was Il Boobce, I would prefer Carter...
But then, given that type of choice I'd also prefer Mr. Potato Head, so it's not saying much...

Personally, I would leave it as it is; I cannot think of a president in my lifetime deserving of such a tribute (then again, I'm not sure which of those 4 were deserving IMHO) and FDR would scream nepotism. Maybe we could have the unknown president with bag over his (or her) head and future generations could pretend that their president was represented there.

I feel most of the world sees Lord Dampnut as being beyond redemption.
I doubt if there are any good works he could perform at this point that would put him in a better light. A Nobel Prize would be unfathomable to me.
Besides, after November I feel strongly his days are numbered. I predict he will not last as PINO for a full term.

I don't think it was ever really about Presidents deserving of such memorial - just more shitting on Indians, I suspect. The original concept was to honor Western historical figures, including Custer (ha!), Lewis & Clark, and Chief Red Cloud.
This is what it should look like, given it is on sacred Indian land.

No one is getting put on that thing. The carving was abandoned due to the rock being unstable. Any further modification may result in the loss of all of it.
Fortunately, the let's do it because we can "blow it up" mentality is mostly a thing of the past. Decades ago the Army Corps of Engineers wanted to blow up this iconic pillar and use the rock to build a jetty on the coast (yeah, wtf!):
