Ya gotta wonder WHY. So I googled "circular bridge" and found this: https://www.businessinsider.com/why-uru ... dge-2016-1 .
So I still wonder why.

It’s a terrific design intended to slow cars and reduce accidents. I think it’s very cool.

There is a bridge I cross on my way to and from work, a short span like this one over a lovely stretch of the Taunton river. The speed limit on the bridge is 20mph but cars routinely cross at twice that speed - I get tailgated madly every time I cross at the speed limit with some speed demon behind me. Fuck that, I’m enjoying the view.
