I picked up on pretty much the same thing Lib did...
He's satirizing some of the wilder conspiracy theories that some in the black community have embraced, like:
"The CIA has been shipping crack into housing projects" and, "the government deliberately blew up the levees in New Orleans"...

Okay, better example; it's quite goofy at first but wait for the second half;
Nathan Fisher AKA natesvlogs on YouTube, started out a local Bay Area stand-up comedian; who's also made appearances on television and a few commercials.
....none of which was making him any money. So, about two years ago, he started posting monologues on YouTube, including many different topics, but the most common theme is 'Employee Evaluations' where Nate performs the position of CEO of a large company that has every person in the world on its payroll. You can be promoted, or fired ...and most often you're fired, but the constructive criticism can be invaluable to your next job search.

He is talented; as far as I am concerned he can take David Letterman’s position. Unfortunately there are a lot talented people that never break into show business.
