I don't imagine someone would have put up the signs about feeding the alligators or using the stairwells as toilets, to name just a couple, unless someone had already done it. So yes, already obvious to most, but not useless.

I disagree.but not useless.
I don't think that people who urinate in stairwells or torment alligators are likely to be deterred by signs.
I don't think the problem is "gee whiz, I didn't know I wasn't supposed to do that"....
So for the vast majority of us who wouldn't do things like that sign or no sign, the signs are unnecessary; and for the boorish few that would do those things, the signs will provide no deterrence.
Thus rendering them pretty much useless....
