And with all the money being spent on these programs, it's clear someone (maybe a lot of people) are getting screwed.

Yes...Probably many years ago and in three dimensions. Mile High Club anyone? Isn't that what auto pilot was invented for?
A friend of Doc's, one of only two B-29 bombers still flying.
