Should Tesla autos be sold only to those who pass an IQ test?

WaPo reports today on an event on a Texas hiway: A Tesla S ran off the road at high speed and hit a tree, killing the two occupants. One was sitting in the back, the other in the front passenger seat. Nobody was behind the wheel. This happened late Saturday near Houston, in Harris County "The positions of the victims, statements, and other physical evidence suggest that 'no one was driving the vehicle at the time of impact' (Constable) Herman said."

Musk boasts that self driving Teslas are better than human drivers on an accidents-per-million-miles basis. From their website for Q1, 2021:
In the 1st quarter, we registered one accident for every 4.19 million miles driven in which drivers had Autopilot engaged. For those driving without Autopilot but with our active safety features, we registered one accident for every 2.05 million miles driven. For those driving without Autopilot and without our active safety features, we registered one accident for every 978 thousand miles driven. By comparison, NHTSA’s most recent data shows that in the United States there is an automobile crash every 484,000 miles.
Assuming that he has not fudged the data and that this is the whole truth, that's impressive.

I bet Tiger Woods wishes that he had been loaned a Tesla, rather than a Kia. I assume that the figure for those driving Teslas without Autopilot and 'active safety features' is a reflection of the fact that they are relatively expensive and fairly new; and younger drivers with older cars probably skew the overall NHTSA numbers.
