He probably misunderstood what was going on and thought it was launching into space one last time.
Or he's really optimistic and thinks we'll have an alternative way to space very soon.

Well if he did misunderstand what was going on, he should be sacked!
"This is a WOW day!" exclaimed Secretary of Transportation Ray LaHood. "That is the only way to express it. I don't know how many people said 'wow!' when they saw that beautiful Discovery flying over and coming in. This is a great day for America."
