I don't recall this from Katrina, but apparently Mexico sent very useful naval and army support. A quote from the linked piece:
The aid Mexico sent was no small thing — it was an extraordinary gesture, and it may have saved many lives. Marking the first time that Mexican troops had set foot on U.S. soil since the Mexican-American War in 1846, President Vicente Fox sent an army convoy and a naval vessel laden with food, water and medicine. By the end of their three-week operation in Louisiana and Mississippi, the Mexicans had served 170,000 meals, helped distribute more than 184,000 tons of supplies and conducted more than 500 medical consultations.
Over the next few days, Tropical Storm Harvey is forecast to head back into the Gulf of Mexico, where it will pick up moisture before moving back over Galveston and into Houston again, CNN meteorologist Karen Maginnis says, meaning at least four more days of rain.
-- Over two days, Houston got 25 inches of rain -- more than half of its annual rainfall. That number could double this week.

ETA: House vote on Sandy supplemental funding - about 20 TX Republicans voted NO. They must forget there are records......
The federal government cannot possibly provide any hurricane relief to Texas whatsoever unless there are matching cuts to the federal budget, particularly in programs targeted to Texas. Like that dumbass border wall, for starters.

A year's worth of rain, in a week or less. What's being characterized as a "500-year" storm (most planning is done, at the worst, for 100-year storms).
Two more tropical storms forming, one in the Atlantic, likely to be named Irma. A second off Cape Verde.
But no, human activity isn't impacting the climate at all. None. everything's hunkey dorey here. Yep. All good.

when I saw that grossly inappropriate, (but entirely typical) tweet yesterday, I wondered if when he goes to Texas tomorrow if he'll offer comfort and solace by reminding the storm victims of how much he carried that state by...
Or maybe he'll offer reassurance to people huddled on rooftops and in emergency shelters that they don't have to worry because he's working hard to make sure "the Wall" gets built...

No, he'll probably claim that since the hurricane came onshore from the Gulf of MEXICO it was obviously a MEXICAN hurricane, and that's why that wall of his needs to be built ASAP so as to prevent any other undocumented MEXICAN hurricanes from illegally entering the United States and interfering with his pledge to Make America Great Again®. -"BB"-
Yes, I suppose I could agree with you ... but then we'd both be wrong, wouldn't we?
By most accounts FEMA is doing a good job; or at least as well as can be hoped for in a unprecedented storm. FEMA head Brock Long appears to have the right sort of experience - which is why he was OKed by the Senate 95-4. Maybe there is a lesson there for Trump - pick someone qualified and the Democrats in the Senate will go along with it, no problem.
Serious question: should Houston be rebuilt? It is long past time to take a hard look at where things are built, and ask, "Should we REALLY build there?"
ETA: (Note the most recent [Sybil Jordan / 12:22pm / 28 Aug] tweet in the thread.)
Wow that's some statistic. Actually more Louisiana Republicans blame Obama (29%) than Bush (28%) (although 'dunno' has the majority at 44%) - and one would suppose that, on the specific question of Katrina, the Louisiana Republicans might be expected to be better informed than, say, Republicans from North Dakota. Actually the article linked slams Bush for the one thing I think he got right, which was to survey the damage from the air and not get in the way of whatever was going on at ground level.

It's the fastest growing city in the country and 4th largest - 2.38 million souls. Where should they all go?
I don't dismiss your point about coastal cities in general - that is the biggest issue facing the globe as climate change effects worsen, both as a matter of sea level increases and warming-related strengthening of hurricanes/typhoons. As a born/bred coastal gal with a deep fondness for one of the finest, most vibrant coastal cities in the world, this issue plagues my heart.
What do you think we should do?
For me, it is far better to grasp the Universe as it really is than to persist in delusion, however satisfying and reassuring.

The US city of Houston has declared a night-time curfew as it battles the impact of Hurricane Harvey.
The storm has dumped record rainfall, leaving large parts of the city underwater, homes destroyed and at least 15 people reported dead.
Houston mayor Sylvester Turner said the curfew was needed to head off looting in America's fourth biggest city.
The curfew will run from 00:00-05:00 local time (05:00-10:00 GMT) for an indefinite period. Relief volunteers, first responders, and those going to and from work are exempt.
Mr Turner said the curfew would help prevent "property crimes" against evacuated homes, and was in force "only to prevent potential criminal acts".
City officials have reported instances of looting, armed robberies and of people impersonating police officers
