I cannot figure why anyone would go to Georgetown for two years, then transfer to Penn--unless it was like why I dropped my minor in German. I realized I could not meet the department standards for a BS with a minor in German.

I've seen it happen, typically female students who by no fault of their own acquired a stalker in college.
Occasionally it's the result of a bad breakup with somebody in your major at a relatively small university (Georgetown has fewer than 8000 undergrads) where it would be difficult to avoid a person you'd rather never see again for the rest of your life.
These are considerations that most males don't think of, because it is relatively rare for the shoe to be on the other foot. But in my time as a student and as an adjunct instructor, I knew a handful of women who had to switch universities in order to complete their educations free of fear of harassment.
I have no idea if that's why Ivanka Trump switched. She may have switched solely because Penn is a higher ranked school than Georgetown and I'm sure her daddy pushed Penn on his kids - three of them graduated from Penn; Jr., Ivanka and Tiffany. Eric graduated from Georgetown and Tiffany got her JD from GULC.
For me, it is far better to grasp the Universe as it really is than to persist in delusion, however satisfying and reassuring.
